Indian Health Service Office of Urban Indian Health Programs Strategic Plan

September 2017—In the 2016 Consolidated Appropriations Act, Congress directed the Indian Health Service (IHS) to develop a strategic plan for the Office of Urban Indian Health Programs with the assistance of the National Academy of Public Administration (the Academy) and in consultation with Urban Indians. The Academy entered into a contract with IHS (a component agency of the Department of Health and Human Services) to assist in the development of a strategic plan.  IHS released the final plan and notified Congress in September of 2017.

Transportation Security Administration: An Assessment of Procurement Competition Policies, Procedures, Strategies, and Goals

August 2017 –The Transportation Security Administration (TSA) is responsible for protecting the nation’s transportation systems to ensure freedom of movement for people and commerce. In order to achieve this mission, TSA must effectively and efficiently acquire passenger and baggage screening equipment, information technology systems and services, data systems, training and equipping personnel, and other critical items.

TSA’s Office of Contracting and Procurement (OCP) contracted with the National Academy of Public Administration (the Academy) to undertake a study that would (1) assess TSA’s competitive procurement goals; and (2) identify best practices for promoting competitive procurements.  The Academy assembled a five-member Panel of Fellows, supported by a four-member study team, to produce this report.

Implementing the Program Management Improvement and Accountability Act

August 2017 –At the request of the Project Management Institute, a four-member Panel of Fellows supported by a study team of the National Academy of Public Administration (the Academy) produced a white paper focusing on key human resources issues connected with PMIAA.  Given the important roles of the Office of Management and Budget (OMB) and the Office of Personnel Management (OPM) in implementing the statute’s requirements, the Panel’s recommendations are offered primarily with the intent to contribute to their deliberations.  The white paper addresses the skills and competencies needed by program and project managers, factors to consider when establishing a new job series, practices for establishing a new career path in program and project management, program and project manager recruitment issues, and application of standards in program and project management in the federal government.

No Time to Wait: Building a Public Service for the 21st Century

July 2017 – The Samuel Freeman Charitable Trust sponsored this National Academy of Public Administration (Academy) study to determine how the federal government's human capital challenges can best be addressed. The Academy formed a five-member Panel of Fellows with expertise in human capital management to conduct the study and produce a White Paper.

Report 1 on Tracking and Assessing Governance and Management Reform in the Nuclear Security Enterprise

March 2017 – A congressionally mandated study carried out in 2013-2014 led to the November 2014 report A New Foundation for the Nuclear Enterprise. That report summarizes the panel’s findings on the current health of the enterprise, examines the root causes of its governance challenges, and offers the panel’s recommendations to address the identified problems. It concludes that the existing governance structures and many of the practices of the enterprise are inefficient and ineffective, thereby putting the entire enterprise at risk over the long term. It offers recommendations to put the entire nuclear security enterprise on a stronger footing.

Bureau of Safety and Environmental Enforcement: Strategic Organizational Assessment

March 2017 – The U.S. Department of the Interior’s Bureau of Safety and Environmental Enforcement (BSEE) is responsible for ensuring that the nation’s offshore energy is effectively developed in a safe and environmentally sustainable manner. BSEE works with other federal agencies and the private sector to fulfill its responsibilities to protect worker safety, ensure oil spill preparedness, protect coastal and marine resources, and develop energy resources with a fair return for the American public.

The book was edited by Dr. Ronald Sanders, Academy Fellow and Vice President at Booz Allen Hamilton, with Dr. Elaine Brenner and Frederick Richardson.
