Directly responsible to the Office of Field Programs are the Field Offices that include District, Area and Local Offices.

The General Counsel has equal standing with, but is independent of the Chair, Vice Chair and Commissioners -- the General Counsel does not report to the Chair. The Office of the General Council is directly responsible to the General Counsel.

The Field Offices Legal Division reports the Chair and the General Counsel.
