Directly responsible to the COO are the offices of Chief Financial Officer and Administrative Services, Information Technology, and Human Resources.

Directly responsible to the Chair are the offices of Legal Counsel; Executive Secretary; Inspector General; Equal Opportunity; Communications and Legislative Affairs; Federal Operations; Private Sector Charge Enforcement; Mediation; Prevention and Technical Assistance; National Call Center; Research, Information and Planning; and Field Programs.

Directly responsible to the Office of Field Programs are the Field Offices and the Field Office Legal Divisions. The Field Office Legal Divisions are linked by work, but not structure to the General Counsel (who has equal standing with, but is independent of the Chair, Vice Chair and Commissioners.) Office of the General Council is directly responsible to the General Council.
