Directly responsible to the COO are the offices of Chief Financial Officer and Administrative Services, Information Technology, and Human Resources.

Directly responsible to the Chair are the offices of Legal Counsel; Executive Secretary; Inspector General; Equal Opportunity; Inspector General; Communications and Legislative Affairs; Federal Operations; National Call Center; Research, Information and Planning; and Field Programs.

Directly responsible to the Office of Field Programs are the Division of Mediation, Divisions of Prevention and Technical Assistance, Division of Private Sector Charge Enforcement, and Field Offices. The Field Offices Legal Divisions are directly responsible to the Field Offices.

The Field Office Legal Divisions are linked by work, but not structure to the General Counsel (who has equal standing with, but is independent of the Chair, Vice Chair and Commissioners). The Office of the General Council is directly responsible to the General Council.
