Standing Panel on Executive Organization and Management

About The Panel

The Standing Panel on Executive Organization and Management (EOM) is the Academy's oldest and longest serving standing panel.  The Panel is composed of Fellows and associate members who discuss, debate, and seek improvements to the structure, capacity, management and performance of public institutions. The EOM Panel’s unique mission to pursue initiatives designed to make government work better is derived from the Academy’s congressional charter, which charges it with "foreseeing and examining critical emerging issues in governance." The EOM Panel fulfills this obligation by staying informed about current developments and subsequently proposing courses of action to improve performance in the Executive Branch.  The Panel is currently chaired by Brad Huther.   

The Panel is currently in the midst of its Presidential Management Capacity series, which is a comprehensive effort to investigate, asses, and ultimately improve the managerial capacity of the Executive Office of the President.   Amongst the Panel’s notable recent accomplishments are contributions to the recently published books:  Meeting the Challenge of 9/11: Blueprints for Effective Government and Management in the 21st Century.  Panel members also testified on proposals to restructure the IRS, before the Senate Finance Committee and the House Subcommittee on Government Management, Information and Technology.

The Panel meets monthly, generally on the third Friday, in the Academy conference room.  These meetings are centered on specific topics and often feature guest speakers who discuss contemporary issues relevant to federal agencies in the Executive Branch and the Congress. For example, David Walker, Comptroller General of the United States, briefed the Panel on changes at the Government Accountability Office and how they related to recommendations from a previous Academy study.

Membership in the Academy's standing panels is open to all Academy Fellows. Fellows who wish to become members of this panel – or have their names removed from its distribution list – should contact the EOM staff liaison, Shanette Lawrence, by email or at (202) 204-3661.

From time to time, the Panel members invite non-Fellows to join as associate members. These individuals are invited to provide specific expertise to the Panel.
