Standing Panel on Executive Organization and Management

2006-07 Workplan – Presidential Management Capacity to Respond to 21st Century Challenges

Purpose

The purpose of this initiative is to assess the existing managerial capacities of the Executive Office of the President, as well as the use of non-institutional approaches such as councils and specially created offices.  The Panel will consider options for improving or expanding upon current capabilities in order to more effectively address 21st century challenges.

Background

In 2006, the EOM Panel initiated an agenda to explore the Presidential managerial capacity to address 21st century challenges. This discussion has explored two threads:

  • The President's capacity to effectively manage complex administrative systems and be held accountable under a variety of management-related statutes.
  • Challenges facing the President in a world where governance structures are evolving and organizational boundaries are becoming less relevant in areas such as the economy, security, society, and the environment.

A series of related topics was chosen along with corresponding presenters with expertise in the subject matter. The ultimate goal is to develop findings and recommendations that could be shared with federal policymakers in 12-18 months.

Approach

Topic Facilitators have developed presentations to the Panel that contextualize, describe and assess the strengths and weaknesses of existing mechanisms and institutional arrangements related to their topics.  Presentations have been based on personal experiences, Academy studies, GAO reports, or other external sources. Facilitators have used their presentations to stimulate discussion and debate amongst speakers, Panel members, and guests.
Using these discussions as a starting point, the Topic Facilitators will develop papers that summarize the relevant facts, discussion points, and differing perspectives, in order to provide as comprehensive an overview as possible.

The summary papers prepared by the Topic Facilitators will be submitted to an Editorial Board, comprised of Panel Members.  The Board will provide feedback and work with the authors to ensure continuity between all of the papers.  Ultimately, the individual papers will be synthesized into a final product, which will include an introductory chapter that will serve as a framework for the complete work.

Intended Results

The results of this initiative would be a final product covering the various perspectives discussed throughout the course of the project’s agenda.  Ultimately, the paper will provide recommendations or a range of options that could be shared with Congress and/or Presidential candidates before or during the 2008 campaign, with the intent that the issues covered in these papers would inform the respective candidates’ views on the management of the Executive Branch.
