The City of Cincinnati, led by City Manager Valerie Lemmie, organized the forum for the National Academy of Public Administration Standing Panel on the Federal System. The day included presentations and demonstrations on planning and response to biological and chemical emergencies, the experiences and lessons of joint city-county-state exercises to test response capacity, communication systems and other technologies being put in place in the local communities and the three adjoining states to protect against and respond to security threats.

The proceedings were videotaped and will be available for viewing.
