The Standing Panel on the Public Service is chaired by Academy Fellow Alan P. Balutis.
The Panel meets regularly and is focused on the difficult issues facing government employment: managing multi-sector workforces composed of employees, contractors, and grant recipients; implementation of the personnel flexibilities given by Congress to DoD and DHS; discussion of whether the DoD and DHS personnel flexibilities should be available to all federal agencies; the challenges of succession planning when such a high percentage of the workforce is scheduled to retire; and employee development as an investment rather than a cost.
The panel is a valuable resource to the National Academy of Public Administration as it pursues its work in human resources management.

From time to time, the panels invite non-Fellows to join as associate members. These individuals are invited to provide specific expertise to the panel.
