Seventh Annual Social Equity Leadership Conference
Phoenix, Arizona, February 7-9, 2008

"Social Equity and Urban Governance"

Co-sponsored by the National Academy of Public Administration and Arizona State University School of Public Affairs

The 2008 Social Equity Leadership Conference brings together leaders in public administration and public policy from the academy, government, and the community.  In plenary sessions and panel discussions, participants will assess the current state of equity and examine ways to advance social justice equity in the United States. Sessions will be held in the Phoenix Downtown Campus of Arizona State University and the Phoenix Convention Center with accommodations at the adjacent Hyatt Regency Hotel. 

The conference program examines important social equity topics from a national and international perspective along with salient issues from the southwestern region and the Phoenix metropolitan area.  The major speakers scheduled for the conference next year include the following:

  • Raul Yzaguirre, former President and CEO of the National Council of La Raza; ASU Presidential Professor of Practice and Director of the ASU Center for Community Development and Civil Rights; and recipient of the Smithsonian Lifetime Achievement Award. 
  • Michael Crow.  President, Arizona State University, who has made access a central goal of the university
  • Frank Fairbanks.  City Manager, City of Phoenix, and recipient of National Public Service Award, presented by the American Society for Public Administration and the National Academy of Public Administration
  • H. George Frederickson.  Edwin O. Stene Distinguished Professor of Public Administration, University of Kansas
  • Valerie A. Lemmie.  Former Chair, Board of Directors, National Academy of Public Administration, and Commissioner, The Public Utilities Commission of Ohio
  • Harvey White.  President of the American Society for Public Administration and Associate Professor of Public and Urban Affairs and International Development, University of Pittsburgh

There will be a wide range of panel sessions addressing equity issues in education, health care, criminal justice, housing, environment, immigration, and income as well as the role of nonprofits in promoting equity. 

Proposals for presentations are welcome as well as descriptions of outstanding examples of public organizations that have developed ways to advance social equity.

The Panel's first Leadership Conference was held in Indianapolis, Indiana, July 20-21, 2001, with approximately 100 attendees, about half of whom were Fellows of the Academy or Associate Members of the Panel. The Indianapolis Conference was hosted by Indiana University, with the support of a variety of business, civic, and professional groups. Much of the discussion focused on the Standing Panel's Issue Paper and Work Plan

The second Leadership Conference was held in Dallas, Texas, November 11-12, 2001, to get input from other professional and public interest organizations in the public administration field. The Dallas conference was supported by the City of Dallas, area universities, and a variety of local business, civic, and professional groups. Seventy persons, about half of whom were Panel Members, representing 22 co-sponsoring organizations, discussed strategies for addressing a variety of priority issues in social equity, in a coordinated way, as appropriate for each organization. The Third Leadership Social Equity Conference took place in Cincinnati, Ohio, September 12-13, 2003, hosted by J. Kenneth Blackwell, Ohio Secretary of State, an Academy Fellow, and Valerie Lemmie, Cincinnati City Manager, both Academy Fellows. This Conference concentrated primarily on issues, projects, and studies that NAPA might address itself, with the support of its usual sources in federal, state, and local government, along with some private and foundation financial contributions.

The fourth Social Equity Leadership Conference, held in Cleveland, Ohio on February 17-19, 2005, sought to advance the central priority of the Panel, adopted in Dallas, of developing social equity indicators and benchmarks that might lead to the generation of a national governance report on Social Equity in the United States. This objective has been reinforced in light of the Academy Board's adoption of social equity in governance as a Big Idea and the fourth "pillar" of public administration.

The 5th Social Equity Leadership Conference was held on Thursday, February 2nd and Friday, February 3rd 2006. The conference, themed, "Taking Social Equity to the Streets" was hosted by the University of Nebraska at Omaha and focused on Criminal Justice and Health Disparities. The conference was well attended and featured presentations from nationally recognized experts, as well as practitioners in the local community. The combination of experts and practitioners enabled participants to put social equity issues in context, share best practices and determine strategies for bringing the knowledge on criminal justice and health disparities to the forefront of policy making and implementation.

The 6th Social Equity Leadership Conference was held on February 15th -17th 2007 in memory of Dr. Philip Rutledge.  Dr. Philip Rutledge’s vision to fully incorporate social equity into the field of public administration served as the foundation for the Academy’s Social Equity conferences.  This year’s conference, themed, “Social Equity:  Putting Solution into Practice” was hosted by the L. Douglas Wilder School of Government and Public Affairs, Virginia Commonwealth University.  Two hundred participants, made up of public administration scholars, practitioners and students, alike, shared strategies to address social equity issues in public service delivery.  These areas included employment, education, emergency management, healthcare, regionalism, housing, technology and transportation.
