Paul L. Posner is former Managing Director for Federal
Budget Issues of the U.S. General Accounting Office. He led
GAO's studies on such issues as the long-term outlook for the
federal budget, financing of entitlements, performance budgeting
and intergovernmental fiscal relationships. He also coordinated strategic planning for GAO's work on domestic
policy and programs. Currently, he serves as MPA Director of Public and International Affairs at George Mason University.
He periodically testifies before congressional committees on
these issues. In August 2002 he presented testimony on homeland
security, entitled "Intergovernmental Coordination Is Key
to Success," before the House Government Reform Committee's
Subcommittee on Government Efficiency, Financial Management,
and Intergovernmental Relations.
Dr. Posner has published articles on public budgeting
and federalism issues in various academic journals and books
and is the author of The Politics of Unfunded Federal Mandates,
published by Georgetown University Press in 1998. He received
his PhD in Political Science from Columbia University and was
elected a Fellow of the National Academy of Public Administration
in 1996.
