BIOTERRORISM

Description

Develop practical approaches and procedures to address a bioterrorism attack, with particular emphasis on the need for effective inter-governmental and multi-disciplinary cooperation and coordination, including simulated responses using case studies, scenarios, and "serious games" that can facilitate analyzing and learning about a variety of potential outcomes.

"The following description of the Stakeholder Council Model is now being implemented in the area of identity management systems with establishment of a new e-Authentication Partnership. The identity partnership has focused on the specific issue of interoperability of identity systems. To be efective, a biopreparedness stakeholder council will need to focus on similarly defined issues. Otherwise it could churn indefinitely as participants each try to formulate their own visions in this amorphous area. One purpose of a NAPA study might be to help gain some focus in specific areas (e.g., design of grant programs, interoperability of reporting and communication systems, etc.) that could be the subject of action by a biopreparedness stakeholder council."
