Standing Panel on the Public Service
This Standing Panel is a valuable resource to the National Academy of Public Administration as it pursues its work in human resources management. The Panel meets regularly and is focused on the difficult issues facing government. The federal government workforce is sandwiched between two major trends. And it must successfully address both–the retirement eligibility of the baby boomer generation and the emergence of so-called Web 2.0 social networking technologies. The former threatens to empty hundreds of thousands of positions across the government in the next several years. And the latter is shifting how the workforce thinks about and uses technology. These two issues converge in what is referred to variously as Generation Y or the Millennial Generation, the demographic of young people currently preparing to enter the federal workforce. Issues before the Standing Panel include such challenges as:
- Managing multi-sector workforces composed of employees, contractors, and grant recipients;
- Implementing the personnel flexibilities given by Congress;
- Discussing issues around extending personnel flexibilities to all federal agencies;
- Discussing the challenges of succession planning;
- Expectations and challenges of the “Net Generation” workforce; and,
- Considering employee development an investment, not a cost.
