The second phase of work for the Environmental Justice Panel
will be to study a selected group of the most effective state
models for addressing environmental justice concerns. This
additional research will document and analyze some of the
best state practices for effectively incorporating environmental
justice concerns into procedures and decisions of permitting
authorities. The Academy's second study will identify such
best state practices that will be helpful to the affected
public, other state environmental agencies, local and tribal
governments, regulated industries, environmental justice groups
and academics. They will all be able to learn from exemplary
state practices how to take into account the public's concerns
about the impacts of industrial facilities on nearby residents
and neighborhoods that are exposed to disproportionate public
health and environmental risks.
