Environmental Protection Agency -- New Source Review

Environmental Protection Agency -- New Source Review (Updated November 2001)

Purpose and Scope:
Congress has directed the Academy to conduct an independent evaluation of EPA's New Source Review (NSR) and Prevention of Significant Deterioration (PSD) programs under the Clean Air Act and to publish a report of its findings and recommendations. Congress further specified that the Academy's study should examine the following areas:

1) Evolution of EPA's NSR and PSD regulations, guidance and interpretation of those regulations, and implementation of the two programs;
2) Respective roles of the states and EPA in implementing the NSR and PSD programs;
3) Evolution of EPA's policies and strategies on enforcement of NSR and PSD; and
4) Impacts of the current administration of the NSR and PSD programs on:
a) Industrial competitiveness,
b) Capital investment,
c) Technological innovation,
d) Pollution prevention, and
e) Environmental quality.

In its report, the Academy is also expected to provide recommendations to Congress and EPA about how to manage better or reform the NSR and PSD programs.

* Howard M. Messner -- Senior Advisor and former Executive Vice President and Chief Operating Officer, American Consulting Engineers Council. Former Assistant Administrator for Administration and Resources Management, U.S. Environmental Protection Agency; Comptroller, U.S. Department of Energy; Assistant Director for Management Improvement and Evaluation, U.S. Office of Management and Budget.
