The Performance Consortium is a leader in assisting federal managers improve government performance. The Performance Consortium is a forum for federal officials who lead strategic planning, performance management, financial management and budget and performance integration programs in the government. Thought leaders and experts from the Legislative branch and private sector also participate.
The Performance Consortium is dedicated to the Academy’s goal of providing hands-on assistance to government leaders and agencies through research, analysis, problem solving and information sharing, strategic planning and connecting people and ideas.
Performance Management Consortium members enjoy:
- monthly luncheon meetings organized around current topics attended by agency participants and featuring key federal managers as presenters
- forums on current performance management issues and challenges
- interaction with each other and thought leaders and experts from other sectors
- programs sponsored by the Human Resource and Executive Consortiums
- exposure to Academy staff experts who can provide realistic information about performance management implementation and likely results
- participation in the design and execution of research
- academy reports on studies for Congress and federal agencies
In the past year, Performance Consortium Members participated in:
- Initial briefings by OMB on the design of the EXPECTMORE website for the PART program (Program Assessment Rating Tool.)
- A briefing and discussion on defense, procurement, and food safety programs, and other governmental programs on GAOs 2007 High Risk List.
- A Forum highlighting budget reform techniques and strategic planning challenges at the U.S. Corps of Engineers.
- A Forum focusing on managing finance and performance in the Iraq war zone.
- An Academy Symposium on the Performance Accountability Report (PAR) and how the report can be improved and made more useful.
- A Forum on the Academy’s recently released report on “ Moving from Scorekeeper to Strategic Partner: Improving Financial Management in the Federal Government.”
- A series of Academy forums focusing on major programs that were PARTED at the Departments of Labor, Energy and Education.
- OMB and GAO presentations on the evaluation of the Government Performance Results Act (GPRA) and the PART process.
- A series of Academy forums on budget and performance integration efforts at the Departments of Justice, Health and Human Services, Defense and at the Social Security Administration, and NASA.
- A forum entitled: “A Conversation with Inspector Generals: Their Role in Helping to Insure Accountability.” Speakers included the Inspector Generals from the departments of Labor, Health and Human Services, Transportation and the US Post Office.
- Several Forums on the long range financial problems facing the country including: a GAO presentation on “Twenty-First Century Challenges: Reexaming the Base of the Federal Budget,” and a program sponsored by the Academy BIG IDEAS project on “Ensuring the Future Prosperity of America: Addressing the Fiscal Future.”
- A Forum on “The Role of the Program Manager in the PART Process and How to Demonstrate Results,” featuring program executives from the departments of Labor, Education and the EPA.
- A Forum on “Acquisition and Procurement Challenges Facing Federal Managers,” featuring senior executives at GAO, OMB and GSA.
- A Forum addressing evaluation and planning needs for federal officials.
- Executive Luncheons at the National Press Club where the Academy and Government Executive Magazine lead stimulating discussions with key government executives on hot topics of the day.
Performance Consortium participants benefit from the experience gained through the Academy’s broad studies program and its strong team of management experts. Academy reports are made available to Consortium members as they are published. Recent reports include studies at: the National Institutes of Health, NASA, the Federal Bureau of Investigation, the Immigration and Customs Enforcement unit at the Department of Homeland Security and the U.S. Army Corps of Engineers.
Performance Consortium members also benefit from Academy consulting engagements that have focused specifically on performance management, GPRA or PART related topics. Work has included studies at the Department of Housing and Urban Development, the Department of Energy, the U.S. Navy, the Department of Homeland Security’s Assistance to Firefighters’ program, the Natural Resources and Conservation Service, and the Office of Personnel Management.
The Performance Consortium has also published a variety of documents related to GPRA, performance management, strategic planning and performance indicators. These documents and presentations are available to members. Some of the topics include:

The Performance Consortium works closely with the Academy’s Human Resource and Executive Consortia in providing programs to participants.
The Performance Consortium also teams with other governmental and non-governmental entities to better examine and resolve issues facing federal performance and management officials. These include the Government Accountability Office, the Office of Management and Budget, local universities, other non-profit organizations and management experts from the private sector.
