Ron Kirby* -
Dr. Ronald F. Kirby is director of transportation planning
for the National Capital Region Transportation Planning Board
(TPB) at the Metropolitan Washington Council of Governments
(COG). Dr. Kirby joined COG in 1987 and is responsible for
the administrative and technical supervision of ongoing projects
in his department, including long-range planning for highway
and public transportation systems in the Washington metropolitan
region, assessment of the air quality implications of transportation
plans and programs, and a regional commuter assistance program.
Previously, Dr. Kirby directed the transportation program
at the Urban Institute, a non-profit policy research organization
in Washington, D.C., where he conducted several analyses of
the performance of federal highway and public transportation
programs. In addition, he worked on a series of policy studies
and demonstration projects for the federal Urban Mass Transportation
Administration.
Bruce D. McDowell - President,
Intergovernmental Management Associates. Former positions
with U.S. Advisory Commission on Intergovernmental Relations:
Director of Government Policy Research; Executive Assistant
to the Executive Director; Senior Analyst; Analyst. Former
Director, Governmental Studies, National Council on Public

I do not believe that I have either
a potential conflict of interest or source of bias in regard
to serving on the Panel. However, I wish to disclose that
I am currently serving in a paid consultant capacity on
an FTA-funded study of local transit agency participation
in the federally required Metropolitan Planning Organization
(MPO) process. The FTA contract is with AECOM, but the primary
responsibility for preparing the study has been subcontracted
to the Parsons Brinkerhoff company.
As a subcontractor to Parsons, I am one
of the three principal staff members doing the research
and preparing the report to FTA. I do not expect to be making
any statements about the project that would be attributed
to me personally. The report presented to FTA later this
year will be the product of the consultant team. I do expect
that my name will appear on the report as part of the team.
I believe this consultant assignment will
make me more valuable to the CIGP Panel assignment.
