Purpose and Scope:
The Office of Juvenile Justice and Delinquency Prevention (OJJDP) launched the first national research and demonstration program to implement Performance-Based Standards Program for Juvenile Confinement Facilities in 1998. The goal of the program is to demonstrate performance-based standards as a useful tool for improving confinement conditions and treatment services for juvenile offenders. Implementation will include: training facility teams in the concepts of the program, implementation and refinement of data collection standards and protocols; the development and application of related technology and other technical assistance support; and the development of a strategy for national institutionalization of the performance standards implementation process.

The goals of the national evaluation are to provide an objective assessment of the efficacy of the program model for building the capacity for self-generated improvements in conditions of confinement for juveniles.

Ellen Schall (Chair) - Martin Cherkasky Professor of Health Policy and Management, Robert F. Wagner Graduate School of Public Service, New York University. Former President, National Center for Health Education. Former positions with New York City Government: Associate Coordinator, Office of the Deputy Mayor for Criminal Justice; Deputy Commissioner, Program Services and Legal Policy, Department of Corrections; Commissioner, Department of Juvenile Justice.

Kathryn Newcomer - Department Chair and Professor, Department of Public Administration, George Washington University. Former Associate Professor, George Washington University; Assistant Professor, University of Nebraska; Visiting Assistant Professor, University of Denver.

Mark Soler - President, Youth Law Center, Washington, DC. Formerly its Senior Staff Attorney and Executive Director. Since 1987 he has worked with public officials, parents, community groups, and other children's advocates in more than 40 states on juvenile justice, child welfare, mental health, and education issues, and has litigated successfully in 16 states on behalf of children whose rights have been violated in juvenile and child welfare systems.

Dan Skoler - Former Vice President for Policy and Advocacy, National Council on Aging; Associate Commissioner, Office of Hearings and Appeals, Social Security Administration; Director, Division of Continuing Education and Training, Federal Judicial Center; Deputy Associate Commissioner, Social Security Administration; Chairman, Trademark Trial and Appeal Board, and Deputy Assistant Commissioner, U.S. Patent and Trademark Office; Director, Law Enforcement Assistance Administration, U.S. Justice Department; Executive Director, National Council of Juvenile and Family Court Judges; Director of Public Service Activities, American Bar Association. Sharon L. Caudle, Ph.D.* - Senior Analyst Office of Strategic Issues, US General Accounting Office, San Francisco, CA.Dr. She specializes in (1) homeland security management, (2) organizational performance management, (3) organizational design options, (4) business process improvement, and (5) intergovernmental relationships. Her current assignments involve homeland security and national preparedness management. Dr. Caudle taught at Auburn University and Syracuse University and serves on the faculty for the Office of Personnel Management's Management Development Centers. In addition to GAO, Dr. Caudle has extensive government headquarters and field experience with the U.S. Office of Management and Budget, Department of Agriculture (Food Stamp Program and WIC), and the Nevada State Welfare Division. She earned her masters and doctorate in public management from The George Washington University in Washington, DC. She is a fellow of the American Society for Public Administration's Center for Accountability and Performance. (Posted 11/06/02)
