The purpose of the contract is to assess MEP's (Manufacturing
Extension Partnership) purpose in relation to the world of
small manufacturing concerns, and to assess whether there
are any other business models that should be considered as
the enterprise seeks continuous improvement.

Matthew B. Coffey -
President, National Tooling and Machining Association. Former
Executive Director, National Association of Counties; Vice
President-Administration and Chief Financial Officer, Bridgeport
Machines Division of Textron, Inc.; Senior Vice President,
National Public Radio; President, Association of Public Radio
Stations.
Since December
1985, Coffey has been president of the largest metal working
trade association in the United States representing and
advocating for as many as 3,800 small manufacturing firms.
During the creation of the MEP, Coffey was an advocate of
MEP creation and co-chaired a national study with Dr. Jack
Russell on the training problems of industrial foundation
firms. A member of Coffey's staff served on the 1992 Manufacturing
Studies Boards Committee to assess barriers and opportunities
to improve manufacturing at small and medium-sized firms.
Coffey has a strong belief that
America is losing its manufacturing infrastructure and was
an outspoken advocate before the International Trade Commission
about the problems facing the Tool and Die Industry that
he represents in October 2992. His association is referenced
as the lead metalworking organization the Department of
Commerce wants to partner with to solve the problems of
the industry (see DOC Press Release Monday, April 7, 2002)
identified by the ITC.
Raymond Scheppach, Jr. - Executive
Director, National Governor's Association. Former positions
with the Congressional Budget Office: Deputy Director; Assistant
Director for Natural Resources and Commerce; Chief, Energy
and Transportation Cost Analysis Section. Former Vice President
and Senior Consultant for Economic Studies, Jack Faucett Association,
Inc.; Economist, The Standard Oil Company.
- President of Extrude Hone Corporation, Irwin, Pennsylvania
Extrude Hone Corporation is a leader in the field of non-traditional
machining, finishing, and measurement. In 1989, Rhoades was
named the first Small Business Exporter of the Year by the
Commonwealth of Pennsylvania and currently serves as Chairman
of the Board for the Southwestern Pennsylvania Industrial
Resource Center, one of the MEP affiliates in Pennsylvania.
In that capacity, he has testified before the House Science
Committee on behalf of the MEP system.
- President and CEO of JA Brandinger Associates Inc. Pennington,
New Jersey Brandinger has served on the Science and Technology
Council of the States, a working group of Science and Technology
advisors to governors sanctioned by the National Governors
Association. As the state partner, he monitored the creation
of the manufacturing extension center in New Jersey. With
over forty-years in the electronics industry, Brandinger has
recently started his own consulting company.
- Managing Director with BearingPoint (formerly KPMG Consulting)
where he leads large scale systems integration and management
consulting projects. He has worked with leading manufacturers,
financial institutions, healthcare organizations, shipyards,
construction companies, and federal government agencies providing
enterprise resource planning (ERP) implementations, customer
relationship management (CRM) implementations, portal development,
business process reengineering, strategic planning and market
analysis. He has led some of BearingPoint's largest industry
studies focused on technology adoption and trends in technology
development. Mr. McIntyre holds a BA in Business Administration
form Washington and Jefferson College, an MBA and MPA from
The Atkinson School of Management at Willamette University,
and an MS in Information Systems from The Johns Hopkins University.
