Human Resources Management Consortium

HRM Consortium Interactive Research Agenda

The HRM Consortium's new research is focused on the management issues raised by the growing utilization of third parties (contractors, state and local governments, and non-profits) in carrying out federal programs. In December, 2005, the Academy issued a Concept Paper for this project: Managing Federal Missions with a Multisector Workforce: Leadership for the 21st Century. The goal of the paper is to serve as an agenda and catalyst for research projects in six key issue areas identified. Consortium members are invited to help identify viable projects and research priorities. This concept paper is accompanied by a bibliography of related research and a list of press reports of interest.

An extensive, and growing, library of research related to the multisector workforce has been created at the Academy and is available to HRM consortium members.

Open Forum on Managing the Multisector Workforce: the Agency Perspective On January 28 the HRM Consortium hosted a forum at the Academy where agency leaders discussed their experiences in working with multisector workforces. Our speakers shared lessons learned and their best practices to assist attendees as they tackle their own management challenges and opportunities. Presenters were: Patricia Bradshaw, Deputy Under Secretary for Civilian Personnel Policy; Claudia Cross, Deputy Chief Human Capital Officer and Director, Office of Human Capital Management, Department of Energy; Margo Jackson, Senior Policy Advisor, National Marine Sanctuaries, Department of Commerce; Terri Shaw, Chief Operating Officer, Federal Student Aid, Department of Education; and Dan Guttman, Academy Fellow and Fellow, Johns Hopkins University Washington Center for the Study of American Government.

March 15 Interactive Symposium on Multisector Workforce. March 15, HRM Consortium members were invited to participate in a half day, by-invitation, Interactive Symposium on the Multisector Workforce. Workforce; Management and performance experts led discussion groups based on the questions raised in the Multisector Workforce concept paper and concidered how they can best be addressed.

Academy Experts Recommend Strategies for Managing Effectively in Post-9/11 World

“The events of September 11, 2001 revealed serious deficiencies in government organization, systems and management. National Academy of Public Administration Fellows recommend strategies to manage effectively in a post-9/11 world in Meeting the Challenge of 9/11: Blueprints for More Effective Government, published this month.

The book, edited by Fellow Thomas H. Stanton, tackles a wide range of issues, including designing an organization that provides a strong government capacity to deliver services citizens need and deserve; making the Undersecretary for Management a key linchpin in bringing DHS functions together; restoring the President’s capacity to manage effectively; using the imperative of national security to improve federal, state and local relations especially with critical services like police, fire and health; capitalizing on tested and proven management strategies to surmount new and upcoming challenges for our nation; sorting through constitutional alternatives for holding government contractors accountable for the work they perform; and transforming military personnel system policies to avoid staffing crises during the War on Terror.

“This book provides invaluable insights and recommendations on how to improve government organization and performance as our nation faces new and imposing threats here and abroad,” Academy President Howard Messner said.
