Directors Series
On June 3, 2004, the National Academy
of Public Administration hosted a luncheon for Human Resources
Management Consortium HR Directors to present Recommending
Performance-Based Federal Pay. This report is the third in
a series of reports that NAPA has released on Broadbanding.
The report recommends a new government wide pay system to
replace the General Schedule. It recommends a framework of
salary bands aligned with market pay levels and occupational
career ladders. Agencies would have the flexibility to manage
salaries within the bands to accomplish their missions and

On May 6, 2004,
The Academy's Human Resources Management Consortium hosted
an HR Directors Series Luncheon meeting to present the final
report and recommendations of our 2-year study "The 21st
Century Federal Manager."
This interactive
seminar was open to the Consortium's Human Resources Directors
or their designees. The goal was to obtain thoughts on ways
to implement the findings and recommendations of the project,
and how to overcome obstacles and impediments associated with
implementing a comprehensive, systematic leader succession
and development program.
Four main topics
were discussed:
- Getting and sustaining top level commitment
in view of rapid turnover of political appointees
- Understanding the new profile of manager/leader
roles, behaviors, qualities, characteristics (competencies)
- Paying more attention to front-line supervisors
-selection, development, performance.
- Roadmap: Suggest Strategies & Actions
for a Complete System to Identify and Develop Leadership
Corps
The respondents made suggestions regarding
the issues above, and brainstormed possible problems that
would prevent those suggestions from being carried out. To

On , the Academy's Center
for Human Resources Management hosted its quarterly HR Directors
Series Luncheon at which attendees discussed the second report
of the five-report series, The 21st Century Federal Manager.
The second report--First-Line Supervisors in the Federal Service:
Their Selection, Development and Management--was issued in
March 2003. It found that the approximately 125,000 first-line
supervisors represent the government's most significant corporate
asset. Yet, with some exceptions, federal agencies do an inadequate
job of managing this corporate asset. Click

At the luncheon, the
study team discussed its methodology and approach for the
third report, which will focus on mid-level managers and executives.

The Center for Human Resources Management
held its quarterly HR Directors Series Luncheon on Tuesday,. The agenda included an address by
Academy president Philip Burgess and a live demonstration
of the Automated Human Capital Readiness Assessment Tool by
senior consultants Mary Lou Lindholm and Greg Keller. To view

On October 24, 2002 the Center for
Human Resources Management hosted the fifth HR Directors Series
Luncheon. Robert Hosenfeld of the United States Geological
Survey (USGS), joined by colleagues Norman Schmidt and Greg
Huttman, presented USGS's software solution to workforce planning.

On July 31, 2002
the Center for Human Resources Management hosted the fourth
HR Directors Series Luncheon. The topic was the recently completed
Academy Panel study done at the request of the Second Commission
on the Public Service (Volcker Commission). Click

On May 22, 2002
the Center for Human Resources Management hosted the third
Human Resources Directors Series Luncheon, at Logistic Management,
Inc. (LMI) in Falls Church, Virginia. LMI is a non-profit
consulting organization dedicated to improving public-sector
management, and has been a private-sector partner with CHRM

On
November 14, 2001,
the Academy hosted its first quarter HR Directors Series Luncheon
to discuss HR Leadership in a Time of Crisis.
During the luncheon, attendees
heard from the EEOC, a small agency who lost its facility
housing approximately 95 employees at the World Trade Center
