Department of Education Management Improvement Assistance

Client/Funder:
Department of Education--Department of Education Management Improvement Assitance (posted 02/04/2002)

Purpose and Scope:
A number of events within the last year have led the Department of Education to ask the National Academy of Public Administration Foundation's (the Academy) Center for Human Resources Management (the Center) and the Private Sector Council (PSC) to assist Department executives and employees in developing its human capital plan, its detailed restructuring plan, and its competitive sourcing plan.

The Department has also asked the Academy and PSC to provide assistance in developing a change management strategy and plan that will facilitate implementation of the changes that the human capital, detailed workforce restructuring and competitive sourcing plans will require, as well as those associated with the rest of the President's Management Agenda, the Secretary's strategic plan, and the Department's culture of accountability initiative. In carrying out this work, the Academy and PSC will work with one or several teams of Department executives and employees. A key objective of this project is to help these individuals and the Department increase its own capacity to develop and implement these management tools as part of a much larger agency revitalization effort that the Secretary has initiated.

Academy Fellow Celebrates Fifty Years of Public Causes

Academy Fellow Brian O’Connell shares the priceless lessons he has learned during a lifetime of third sector experience in Fifty Years in Public Causes: Stories from a Road Less Traveled. O’Connell’s memoir traces his remarkable life in public service, from his early forays in the non-profit sector to his ascendancy as national director of the Mental Health Association, and then as founder of the Independent Sector.

Told through fascinating personal stories, O’Connell’s memoir includes a strong mandate to his successors in public service. He offers his readers the lessons he would emphasize for those who take the journey on that road less traveled.
