U.S. Forest Service Leadership Succession Plan

Purpose and Scope:
This is a two-phased effort to design and launch a succession initiative and program(s) for developing leaders at all levels of the Forest Service from entry through SES. In Phase 1 the Academy is focusing on facilitating the work of a group of Forest Service managers as they develop a framework for the program(s) for approval by the executive leaders of the Service. In Phase 2 the Academy will work with various players in the Forest Service to develop the program elements needed to implement the approved framework.

Panel Members:

The Academy plans to appoint the following individuals to a Panel to oversee and direct the study. The public may comment by e-mail on the composition of the panel for a period of seven (7) days after the posted date(4/18/2002). Send comments to HAnsari@napawash.org.

Curtis Smith (Chair) -- Former Director, Federal Executive Institute. Former positions with the U.S. Office of Personnel Management: Associate Director for Retirement and Insurance; Associate Director for Career Entry; Policy Advisor to the Director; Deputy Assistant Director for Pay and Benefits Policy, Compensation Group; Special Assistant to the Associate Director; Legislative Assistant.

Madelyn Pulver Jennings*--Former senior vice president of personnel for the Gannett Company. Previously, held executive positions at Standard Brands and General Electric. Serves on Emory Business School's Center for Leadership and Career Studies Board of Advisors, George Washington University's School of Business and Public Management Associates Council, the Board of Directors of the Labor Policy Association, and the Society for Human Resource Management.

Kristine Marcy-- Consultant, AIH Group. Former Chief Operating Officer, Small Business Administration; Senior Counsel, Detention and Deportation, Immigration and Naturalization Service; Assistant Director for Prisoner Services, U.S. Marshals Service, U.S. Department of Justice; Associate Deputy Attorney General, Office of the Deputy Attorney General, U.S. Department of Justice; Acting Director/Deputy Director, Office of Construction Management and Deputy Budget Director, U.S. Department of the Interior; Deputy Assistant Secretary, Office of Civil Rights, U.S. Department of Education; Assistant Director, Human Resources, Veterans and Labor Group, U.S. Office of Personnel Management.

John Shannon-- Former positions with the U.S. Army: Under Secretary, Deputy Under Secretary; Assistant Secretary for Installations and Logistics; Special Assistant to the Assistant Secretary for Legislative Affairs.

Academy Fellow Celebrates Fifty Years of Public Causes
