Purpose and Scope:
This Is a partnership of organizations that pool their resources to address issues of human resources management. The five tasks for FY02 include responsibilities of line managers, HR metrics, communicating CHRM findings, HRIT, and HR directors series.

Panel Members:

Academy Fellows

Thomas S. McFee is the Panel Chair. He is the former Assistant Secretary for Personnel Administration at the U.S. Department of Health and Human Services. Prior to that position he was a Technical Assistant to the Director, Science and Technology Office, Executive Office of the President. Mr. McFee was the Director of Systems and Development at the U.S. Department of Health, Education, and Welfare.

Ralph C. Bledsoe is the former Assistant Archivist for Policy and Information Resources Management and the former Assistant Archivist for Management and Administration at the National Archives and Records Administration. Previous to holding that position, Mr. Bledsoe was the Director of the Ronald Reagan Library. He was the Director, Washington Public Affairs Center, University of Southern California. Mr. Bledsoe was the Special Assistant to the President of the United States, Cabinet Council on Management and Administration.

Carolyn Ban is the Dean of the School of Public Affairs and International Affairs, University of Pittsburgh. Dr. Ban has served as Policy Analyst/Acting Division Chief, Civil Service Reform Act Evaluation Management Division, OPM and a manager at Arthur Young & Co. She is also a former associate professor at the School of Public Affairs, SUNY, Albany.

Cora Prifold Beebe is the former Vice President of Jefferson Consulting. Previously she was Chief Financial Officer/Executive Director(Administration), Office of Thrift Supervision, US Department of Treasury. She was the former Branch Chief and Executive Assistant to the Associate Director for Management, US Office of Management and Budget. Ms. Beebe also has served as Director, Planning, Budget, and Evaluation, US Department of Commerce.

Bradford Huther is the Special Attache for the World Intellectual Property Organization. He is the former Deputy Director and Chief Operating Officer of the Bureau of the Census. He had several former positions with the Patent and Trademark Office: Associate Commissioner and Chief Financial Officer, Assistant Commissioner for Finance and Planning, Deputy Assistant Commissioner for Administration, and Deputy Assistant Commissioner for Operations.

Patricia Wallace Ingraham is a professor of public administration and political science at the Maxwell School, Syracuse University. She is a former faculty member and Director, Program of Public Policy and Administration, State University of New York at Binghamton. Dr. Ingraham is nationally recognized for her publications on current public policy and management issues. She was the project director of the Task Force on Recruitment and Retention, Volcker Commission.

Harriett G. Jenkins is former Counsel, U.S. Senate Committee on Labor and Human Resources; Director, Office of Senate Fair Employment Practices, U.S. Senate; Assistant Administrator, Equal Opportunity Programs, National Aeronautics and Space Administration; and Principal and Assistant Superintendent for Instruction, Berkeley Public School System.

Rosslyn S. Kleeman is the Distinguished Executive-in-Residence at the Department of Public Administration, School of Business and Public Management, George Washington University. She is a former staff member of the Office of Presidential Personnel at The White House. Prior to that assignment, Ms. Kleeman was the Director of the Federal Workforce Future Issues and the Senior Associate Director of the General Government Division, U.S. General Accounting Office.

James Perry - is the director of the Institute for the Study of Government and the Nonprofit Sector, Indiana University. He is also professor of public affairs at the School of Public and Environmental Affairs. Mr. Perry has been a senior research analyst at NAPA, a Special Assistant to the Assistant Secretary for Personnel Administration, HHS and a professor at University of California, Irvine.

Gordon Sherman is the Regional Commissioner of the Social Security Administration (SSA) in Atlanta, GA. Mr. Sherman serves on the board of counselors of the Gerontology Center, and is chair-elect of the public advisory board, College of Public and Urban Affairs, Georgia State University. He also is the chairman, cooperative education advisory board at Clark Atlanta University; and serves on the public advisory boards for graduate programs in Education, Health, and Public Administration at both Mercer and Auburn Universities.

Curtis Smith is the former director of the Federal Executive Institute. Mr. Smith has held various positions at the Office of Personnel Management including: Associate Director for Retirement and Insurance; Associate Director for Career Entry; Policy Advisor to the Director; Deputy Assistant Director for Pay and Benefits Policy, Compensation Group; and, Special Assistant to the Associate Director.

Frank Thompson is the Dean of the School of Public Affairs, Rockefeller College, State University of New York at Albany. Dr. Thompson was the Executive Director, National Commission on State and Local Public Service (Winter Commission). He is a former professor and department head, University of Georgia.

Others

Madelyn Pulver Jennings is the former senior vice president of personnel for the Gannett Company. She joined Gannett in 1980 and previously held executive positions at Standard Brands and General Electric. Madelyn serves on Emory Business School's Center for Leadership and Career Studies Board of Advisors, George Washington University's School of Business and Public Management Associates Council, the Board of Directors of the Labor Policy Association, and the Society for Human Resource Management.

William H. Wilder is the HR Director, City of Charlotte, North Carolina. Prior to this assignment, Mr. Wilder was the Chief of Classification and Pay, State of Florida. Mr. Wilder is a member of the International Personnel Management Association, and he is a past President of the State Chapter. He is currently a member and President of the local chapter of the Society for Human Resource Management.
