HR Directors Series, January 21, 2003

The Center for Human Resources Management held its quarterly HR Directors Series Luncheon on Tuesday, January 21, 2003. The agenda included an address by Academy president Philip Burgess and a live demonstration of the Automated Human Capital Readiness Assessment Tool by senior consultants Mary Lou Lindholm and Greg Keller.

Mr. Burgess discussed his vision and goals for the Academy. He told the directors that Center Director Myra Shiplett has been a great resource for the Academy and will be missed. He also stated that the Academy is pursuing relationships with other organizations that have an international focus.

Ms. Lindholm and Mr. Keller gave a presentation of their Automated Human Capital Assessment Readiness Tool. Mr. Keller told directors that the original design was to provide a crosswalk between OMB, OPM and GAO scorecards. OPM has now stated that the term is no longer "scorecard," but "standards of success." The focus has been on creating a tool that integrates this new framework and developing a tool that managers and HR professionals can use to assess readiness.

Mr. Keller described the different versions of the tool that the Academy had created to this point. The first version was a rudimentary matrix to link the various scorecards together, entitled the Human Capital Crosswalk. The second pulled the matrix into an Excel spreadsheet that linked the scorecards and deconstructed the green/yellow/red system. The third was another spreadsheet formatted in a database. The concept was to capture the scores for each agency to give it more descriptive solution to "get to green." The fourth and final version was more automated and incorporated a new framework in line with conversations shared with OPM.
