The Center for Human Resources Management hosted its quarterly HR Directors Series luncheon on January 24, 2002. Following a welcome and overview by Center Director Myra Howze Shiplett, the attendees discussed human capital measurements and metrics. They received copies of OMB's executive scorecard, OPM's human capital scorecard, and information on GAO's soon-to-be-released "Strategic Human Capital Management: A Maturity Model for Self-Assessment and Planning." The executive scorecard can be accessed at www.omb.gov and the human capital scorecard at www.opm.gov. GAO was scheduled to share copies of the maturity model and receive feedback at its February 27 briefing to Consortium members.

The attendees shared their agencies' experiences trying to understand and apply various human capital measures. The Department of the Interior (DOI) shared its draft strategic human capital scorecard, which sets forth OPM human capital dimensions, performance goals, measures, and the specific measures that DOI would use to rate its human capital strategies and programs. The scorecard combines the requirements of OPM's strategic human resources scorecard, human resources management accountability system, and OMB's human capital standards for success into a consistent, easy to apply document. DOI has tried to identify the types and sources of data to be used to measure its efforts. It will conduct initial assessments in March 2002 to establish benchmarks. The participants suggested that the Academy could assist Consortium members in "getting to green" by pursuing efforts to clarify issues associated with human capital measures. It also was suggested that the Academy serve as a clearinghouse of approaches used for implementing and documenting these measurements. As DOI has shared its own draft scorecard, it is hoped that other agencies will share their efforts, as well. Also, attendees believed that the Academy should host workshops to provide practical tools to assist human resources professionals in translating human capital measures into performance expectations. In this regard, the Center will host meetings to highlight practical approaches and strategies, as well as automated tools to assist in reengineering human resources functions. The following events have been scheduled:

· February 12: LMI Demonstration, 11:00 a.m.-1:00 p.m.
· February 27: GAO Presentation of Maturity Model, 1:00-3:00 p.m.
· March 20: LMI Demonstration
· April 24: Quarterly HR Directors Series Luncheon
· July 24: Quarterly HR Directors Series Luncheon
