The Center for Human Resources Management hosted the third Human Resources Directors Series Luncheon on May 22, 2002, at Logistic Management, Inc. (LMI) in Falls Church, Virginia. LMI is a non-profit consulting organization dedicated to improving public-sector management, and has been a private-sector partner with CHRM since 1999.

CHRM Director Myra Howze Shiplett opened the meeting and introduced Chris Mays, program director of LMI's Human Capital Management Group.

Mr. Mays provided an overview of LMI's history and mission and introduced the subject of the meeting: LMI's 2nd Curve Analysis Methodology and Application. This application is designed to align human capital needs with an organization's business model, translate business trends into human capital requirements, and link them to organizational performance. LMI's approach is to derive a business model from the customer's requirements, products and services and then analyze the gaps to develop strategies to meet their future needs. LMI uses the 2nd Curve Analysis to link human capital needs to strategic visions and produces a business model that leads to quantifiable data to link those business needs to resource requirements.

The 2nd Curve Analysis looks at government agencies in transition from a functionally oriented environment to today's performance based, accountability focused environment. In developing the human capital strategies, LMI looks at all the challenges facing government today, including changing missions, budget restrictions, public and private sector competition, GPRA/NPR and the impact of new technology in the workplace.

Mr. Mays highlighted the flexibility of this application and the fact that it can be used over and over again when there are changes in processes or resources. It incorporates work already done by the customer when possible to avoid duplication and the methodology is scalable to fit your particular needs. It is designed in a module format that allows agencies to tailor the program to best meet their needs as well as any budget limitations. The 2nd Curve Analysis combines business model analysis and workforce, planning tools to develop products to meet your agency's planning requirements.
