Department of Defense – Defense Civilian Intelligence Personnel System (DCIPS) Review (posted 1/25/2010)

Background:
The FY 2010 National Defense Authorization Act (NDAA) suspended DoD implementation of the Defense Civilian Intelligence Personnel System (DCIPS), the Department of Defense’s (DoD) effort to implement its authorities and establish common personnel policies for the 50,000 personnel who are employed in its intelligence components. In addition, the NDAA directed that an independent organization be designated by the Secretary of Defense, the Director of the Office of Personnel Management, and the DNI to conduct a review of DCIPS. The National Academy of Public Administration has been selected to conduct this review in accordance with the terms of the NDAA.
The review will be conducted in two Phases, the second of which is wholly optional to the Government. Phase I will result in the production for the Secretary of Defense and Congress by June 1, 2010 of Panel findings, conclusions, and recommendations based upon a systematic analysis of DCIPS that will include:
- DCIPS’ impact on career progression;
- Its appropriateness in light of workforce complexities;
- Its protections for diversity in promotion and retention; and
- The adequacy of training, policy guidance, and other preparations for transition to DCIPS.
This systematic analysis will require an assessment of the design of the DCIPS regulatory framework; an evaluation of the DCIPS implementation strategy; and an analysis of the DCIPS bonus pool and mock payout.
Phase II, if authorized by the Government, would include examining performance and payout effects; employee and managerial perceptions; managerial accountability; payout consistency; impact on minority groups and other employees; and its effectiveness in comparison to government and industry experience.
