Review of the Office of National Drug Control Policy (ONDCP) organization and management (posted 4/15/08)

Purpose and Scope:
The Office of National Drug Control Policy (ONDCP), a component of the Executive Office of the President, was established by the Anti-Drug Abuse Act of 1988.  Its principal purpose is to establish the National Drug Control Strategy and policies, priorities, and objectives for the nation’s drug control program.  The goals of the program are to reduce illicit drug use, manufacturing, and trafficking, drug-related crime and violence, and drug-related health consequences. To achieve these goals, the ONDCP Director, a Presidential appointee, evaluates, coordinates, and oversees both the international and domestic anti-drug efforts of executive branch agencies and ensures that such efforts sustain and complement state and local anti-drug activities.  The ONDCP Director also advises the President regarding changes in the organization, management, budgeting, and personnel of federal agencies that could affect the nation’s anti-drug efforts and regarding federal agency compliance with their obligations under the strategy.
 
The Consolidated Appropriations Act for FY 2008 (Public Law 110-161), signed into law by President Bush on December 26, 2007, directs  the National Academy of Public Administration (the Academy) to conduct an independent study and analysis of ONCDP’s organization and management.  The review is intended to benefit both ONDCP and Congress by providing “insight into changes and improvements that could make ONDCP more effective in the future.”

The Academy’s independent assessment of ONDCP, divided into two phases,  will focus on: the structure, organization, and management of ONDCP; ONDCP resource management, planning and budgeting; hiring, recruitment, and utilization of personnel; and the development, coordination, and implementation of policies and procedures, including their relationship to the ONDCP grant process. Phase I, which will culminate in June 2008, will be a general assessment. Phase II, which will carry through October 2008, will involve a more comprehensive and detailed examination of management issues identified in Phase I.  

The study will be guided by an expert Panel whose membership is shown on the reverse side of this paper.  The independent review will lead to an Academy Panel report and a set of comprehensive recommendations for improving ONDCP organization and management
