Purpose and Scope:

The U.S. Department of State’s Office of the Director of the U.S. Foreign Assistance has asked the National Academy of Public Administration to plan, design and execute a consultative process to engage its stakeholder community in the continuing development of the Standardized Program Structure and Definitions (SPSD). The project will involve two tasks:  a series of five focus groups and a one-day, facilitated conference session. The Academy will use the stakeholder focus groups to collect suggestions and recommendations on SPSD and will analyze the inputs from the stakeholder sessions to prepare findings and recommendations for the final design of the one-day conference session.  After holding the conference session, National Academy will capture the proceedings of the session and work with State/F representatives to present recommendations for changes to the SPSD to senior State/F management for their review and approval.
