Robert
J. O'Neill, Jr., president of the National Academy of Public
Administration, has announced the appointment of David Garrison
as Vice President of the Academy.
Garrison, an Academy Fellow since 1998,
currently serves as counselor to the deputy secretary of the
Department of Health and Human Services (HHS). His former
positions with HHS include Acting Director, Office for Civil
Rights; Principal Deputy Assistant Secretary for Planning
and Evaluation; and Deputy Director and Senior Advisor, Intergovernmental
Affairs.
He also has served as Director of The Urban
Center at Cleveland State University and has held various
positions at the Department of Housing and Urban Development,
including General Deputy Assistant Secretary of the Office
of Policy Development and Research.
"David brings to the Academy a wealth
of leadership experience and a tremendous ability to convene
a diversity of thought leaders," said O'Neill. "He
possesses a strong sense of the Academy's direction and an
intimate understanding of our organization, having been a
Fellow and an active panelist over the past three years."
Most recently, Garrison was a member of
an Academy panel that issued the report, Evaluating Methods
for Monitoring and Improving HUD-Assisted Housing Programs.
According to Garrison, "The Academy
has a long and distinguished record of advancing the quality
of management in the public sector. I am honored to be associated
with this noble mission and to have the opportunity to contribute
to the Academy's future."
He will begin his duties as Vice President
on January 24.
