Helping the Federal Government Compete for
Top-Level IT Talent

As the era of e-government unfolds, the federal government is experiencing great difficulties attracting and retaining the high-tech workforce it needs to achieve improved efficiency, service, and accessibility. Against this backdrop, the Chief Information Officers Council commissioned a high-level panel of the National Academy of Public Administration to examine IT compensation strategies and make recommendations on how the federal government can best compete for IT talent. At a March 22 breakfast at the FOSE conference in Washington, D.C., panel chair Costis Toregas, President of Public Technology, Inc., will present findings from an extensive survey of 39 private-sector firms, seven states, and several of America's top universities and prominent nonprofit institutions. Ira Hobbs, President of AFFIRM and Deputy CIO at the U.S. Department of Agriculture, will provide an introduction at the breakfast (Click here for more info or here to download flier). The next stage of the Academy's work will be to recommend specific changes in law, regulation, or practice that will have significant impact on the quality of the federal government's IT workforce. A final report will be issued in late summer 2001.

The panel will study a wide array of compensation issues, including salary, retirement/pension plans, recruitment and retention bonuses, and hot-skills bonuses. As part of their research, the panel will review solutions already attempted by both public and private organizations and will identify novel approaches to IT compensation. The overall study will be coordinated with related efforts by the CIO Council and the Office of Personnel Management to impact the recruitment and retention of IT positions.

In conjunction with this effort, a project leadership committee was established to provide the Academy project team with insight and reaction to findings and recommendations and to build understanding and support among key stakeholders. The committee consists of 16 private- and federal-sector individuals with expertise in IT, human resources, and line management (Click here for list of project leadership committee members).
