Ambassador Gary Matthews, who most recently
served as Assistant Secretary-General of the United Nations,
has joined the National Academy of Public Administration as
Director of the International Affairs Program. The program
assists nations in developing public management capacities
that lead to improved governance, and advises domestic agencies
in organizing and managing their international operations.
Matthews brings more than four decades of
public and private sector service to the Academy. For the
past three years, he held several senior peacekeeping positions
in the Balkans. As Principal Deputy Head of the UN Peacekeeping
Mission in Kosovo, Matthews managed and coordinated the largest
UN peacekeeping mission in the world and played a pivotal
role in establishing a dedicated mission structure for Kosovo's
local police, judiciary, and penal systems. In Bosnia and
Herzegovina, he was Deputy High Representative and Supervisor
of Brcko, and Director of the Organization for Security and
Cooperation in Europe's Regional Center in Mostar.
"Gary's diverse skills and vast experience
will serve the Academy very well," said Academy President
Robert J. O'Neill, Jr. "Notwithstanding geographic distance
and cultural diversity, nations throughout the world share
common challenges and face significant change in the administration
of public services. Gary will contribute immensely to our
work of advancing the principles of effective governance and
seeking ways for democratic institutions to learn from each
other and create a more efficient and effective public sector."
During his career with the U.S. Government,
Matthews served in the Foreign Service and the U.S. Army.
His positions included Ambassador to Malta, Special Coordinator
for the Soviet Union and East Europe, Senior Deputy Assistant
Secretary of State, and Acting Assistant Secretary of State.
He also held assignments in Germany, Poland, Russia, and Vietnam.
From 1988 to 1999, Matthews was with the Kiplinger Washington
Editors, Inc., where he held various positions, including
Editorial Manager of the Kiplinger Letters, Member of the
Board of Directors, and Associate Editor for defense, foreign
affairs, and international security coverage.
"For more than 30 years, the Academy has met the challenge
of cultivating excellence in public management and administration,"
Matthews said. "I look forward to building upon this
solid track record by strengthening existing relationships
here and abroad, and introducing the Academy and its valuable
mission to new audiences as well."
Matthews received a Bachelor of Arts Degree
from Drury College and Master of Arts Degrees from Columbia
University and Oklahoma State University. He is a recipient
of the U.S. State Department's Superior Honor Award and Wilbur
Carr Award, and the Republic of South Vietnam honored him
with the Cross of Gallantry with Bronze Star. Matthews is
married to Virginia Matthews. They have two daughters, a son,
and three granddaughters.
The National Academy of Public Administration
is an independent, nonprofit organization chartered by Congress
to improve governance at all levels-local, regional, state,
national, and international. The Academy's membership consists
of more than 500 Fellows with distinguished careers in public
management as practitioners, scholars, and civic leaders.
Since its establishment in 1967, the Academy has assisted
hundreds of federal agencies, congressional committees, state
and local governments, civic organizations, and institutions
overseas.
