ACADEMY FORMS GLOBAL LEADERSHIP CONSORTIUM WITH FEDERAL EXECUTIVE INSTITUTE AND USDA GRADUATE SCHOOL

Washington , DC — July 25, 2006 — The National Academy of Public Administration, the Federal Executive Institute, and the U.S. Department of Agriculture Graduate School signed an agreement today to form the Global Leadership Consortium. The Consortium provides networking and training opportunities for federal employees whose work has international implications but whose agencies are not part of the traditional foreign affairs or defense communities.

Agencies outside the foreign affairs and defense communities are on the cutting edge of global issues facing the environment, public health and many other arenas,” Academy President C. Morgan Kinghorn said, adding that the ability to understand the global implications of policies and programs is a critical human capital need.

Studies have shown that public servants are not well prepared for many of their international roles. Thomas Towberman, Director of the Federal Executive Institute, referenced a survey which found that 57 percent of senior executives reported that their responsibilities included international work. But the majority of those involved rated their own international proficiency as substandard in substantive knowledge, cultural sensitivity, country expertise, language ability, negotiation skills and other areas.

Graduate School Executive Director Jerry T. Ice explained that the Global Leadership Consortium addresses those issues through networking, training and other opportunities, offering government leaders with a greater perspective and enhanced skills to lead organizations and develop policies in the global context. The Consortium already has hosted two networking sessions, and a series of workshops and other presentations are planned for later this year.

Academy Experts Recommend Strategies for Managing Effectively in Post-9/11 World

"The events of September 11, 2001 revealed serious deficiencies in government organization, systems and management. National Academy of Public Administration Fellows recommend strategies to manage effectively in a post-9/11 world in Meeting the Challenge of 9/11: Blueprints for More Effective Government, published this month.

The book, edited by Fellow Thomas H. Stanton, tackles a wide range of issues, including designing an organization that provides a strong government capacity to deliver services citizens need and deserve; making the Undersecretary for Management a key linchpin in bringing DHS functions together; restoring the President's capacity to manage effectively; using the imperative of national security to improve federal, state and local relations especially with critical services like police, fire and health; capitalizing on tested and proven management strategies to surmount new and upcoming challenges for our nation; sorting through constitutional alternatives for holding government contractors accountable for the work they perform; and transforming military personnel system policies to avoid staffing crises during the War on Terror.

"This book provides invaluable insights and recommendations on how to improve government organization and performance as our nation faces new and imposing threats here and abroad," Academy President Howard Messner said.
