Federal Management Expert Robert J. O'Neill Speaks
in UB's Henry A. Rosenberg Lecture Series

Robert J. O'Neill Jr., president of the National Academy of Public Administration (NAPA) and recently on leave as special counselor to President Bush's director of the U.S. Office of Management and Budget, will speak on "Federal Management Challenges: The President's Agenda," 6 p.m. Wednesday, Oct. 31, at the University of Baltimore Thumel Business Center.

O'Neill is the first speaker in the University's 2001-2002 Henry A. Rosenberg Lecture Series on the Business of Government. The lecture is free and open to the public. A reception for O'Neill will be held in the atrium of the Business Center.

During his stint as special counselor at OMB, O'Neill was charged with improving government performance. In that capacity, O'Neill coordinated action on various policy and program issues with government-wide management councils, including the Chief Financial Officers Council, Chief Information Officers Council, Procurement Executives Council, and the President's Council on Integrity and Efficiency.

O'Neill has been a NAPA fellow since 1997. He has a strong record of innovation and performance-based management in state and local government and substantial experience in management consulting.

Prior to joining NAPA, he served as county executive of Fairfax County, overseeing Virginia's largest general-purpose local government, with an annual operating budget of $2 billion and about 11,000 employees. He is credited with developing a series of strategies aimed at revitalizing older residential communities and commercial areas within Fairfax County.

His awards include a 1996 National Public Service Award presented by the National Academy of Public Administration and the American Society for Public Administration. The award recognizes individuals who have made a difference in public administration for a sustained length of time.

He earned a master's degree in public administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University and a bachelor's degree in political science from Old Dominion University.
