NATIONAL ACADEMY OF PUBLIC ADMINISTRATION ANNOUNCES
WINNERS OF THE HERBERT ROBACK SCHOLARSHIP


Washington, DC - November 20, 2003 -The National Academy of Public Administration announces this year's winners of the Herbert Roback Scholarship, an award given annually to two outstanding graduate students pursuing a Master's Degree in public administration, public and international affairs or political science at a New York or Washington area school. The National Academy of Public Administration is a non-profit organization chartered by Congress to give expert advice and analysis to government leaders on issues of governance and management.

This year's winners are Carrie Cochran of Syracuse University's Maxwell School of Citizenship and Public Affairs and Jasmine R. Vallejo of New York University's Robert F. Wagner Graduate School of Public Service. Due to her interest in the field of health, Ms. Cochran hopes to work at the U.S. Department of Health and Human Services upon graduation. Ms. Vallejo aspires to open a non-profit organization that provides legal services to other non-profit organizations, specifically ones that aid the Latino community and arts organizations. Ms. Cochran and Ms. Vallejo will receive their scholarship awards of $7,500 each on November 21, 2003 at the Academy's Fall Meeting in Washington, DC.

"Ms. Cochran and Ms. Vallejo are rising stars in the arena of public administration. The excellence and scholarship that they have demonstrated are highly commendable and deserving of this great honor," said Academy Senior Fellow John Shannon, former Under Secretary of the U.S. Army, who chaired this year's selection committee. Other members of this year's selection committee include Matthew Holden, Academy Senior Fellow and Henry L. and Grace M. Doherty Emeritus Professor, Department of Politics, University of Virginia; Catherine Bertini, Academy Fellow and Under Secretary General for Management of the United Nations; and Warren Buhler, the Roback family representative.
