The National Academy
of Public Administration announces that Ambassador Gary Matthews
is retiring as Director of the Center for International Affairs.
Dr. Terry Buss will move from his current position as Director
of the Academy's Development Office to replace Matthews as
Director of the Center for International Affairs. The Center
assists domestic agencies in the development and implementation
of global strategies as well as partnering with foreign nations
and international agencies to build capacity for effective
public administration abroad.
"Gary's distinguished achievements
and vibrant personality have been significant contributions
to the Academy programs," said Academy President Howard
Messner. "We wish him the best and look forward to his
continued involvement with the Center as a consultant on international
issues."
Dr. Buss brings more than three decades
of experience in public administration, policy development,
and academic achievement to the Center. As a two-time Fulbright
scholar at the College of Public Administration in Hungary,
Dr. Buss developed and implemented the U.S. Ambassador to
Hungary's initial strategy for technical assistance to Hungary
after the fall of the communist regime. He also directed the
United States Information Agency's Local/Regional Government
Initiative for Russia. Dr. Buss has served at six universities,
worked as Strategy Advisor to the World Bank Institute's Vice
President, and has authored or edited more than 250 publications
on a variety of international and domestic issues.
"Terry's innovative vision for international
affairs and his pragmatic ability to translate ideas into
results will assist the Academy as it advances a variety of
international initiatives. The Center has already achieved
impressive results on projects such as the Georgian Institute
of Public Affairs, and Terry will be an invaluable catalyst
for future growth and development of the Center," said
Messner.
Dr. Buss earned his Ph.D. in Political Science
and Mathematics, as well as his B.A. and M.A. in Political
Science from Ohio State University.
The National Academy of Public Administration
is an independent, nonprofit organization chartered by Congress
to improve governance at all levels: local, regional, state,
national, and international. The Academy's membership of more
than 500 Fellows includes public managers, scholars, business
executives and labor leaders, current and former cabinet officers,
members of Congress, governors, mayors, state legislators,
and diplomats. Since its establishment in 1967, the Academy
has assisted hundreds of federal agencies, congressional committees,
state and local governments, civic organizations, and institutions
overseas through problem solving, objective research, rigorous
analysis, information sharing, developing strategies for change,
and connecting people and ideas.
