The National Academy
of Public Administration announces that Suellen Terrill Keiner
has been named General Counsel for the Academy. The General
Counsel provides legal guidance and coordinates with external
law firms on behalf of the Academy. Ms. Keiner also will continue
to serve in her current role as Director of the Academy's
Center for the Economy and the Environment.
Ms. Keiner's legal experience includes serving
as Assistant Solicitor for the Department of the Interior's
Division of Surface Mining, as well as directing the Environmental
Law Institute's Program on Environmental Governance and Management.
She worked on civil rights and environmental litigation for
Bruce J. Terris and Associates, and is admitted to the bar
for the U.S. Supreme Court, the U.S. Court of Appeals for
the District of Columbia Circuit, and a number of other jurisdictions.
She has authored publications and taught courses on a variety
of environmental, regulatory, and legal matters.
"Suellen is a fine leader who consistently
delivers outstanding results in the environmental field, but
her competencies and experience extend far into the legal
field as well," said Academy President Howard Messner.
"Her legal advice will help assure the quality of the
Academy's work products."
Ms. Keiner earned her J.D. from Georgetown
University Law Center, finishing in the top ten percent of
her class. She received her B.A. from Bryn Mawr College.
The National Academy of Public Administration
is an independent, nonprofit organization chartered by Congress
to improve governance at all levels: local, regional, state,
national, and international. The Academy's membership of more
than 500 Fellows includes public managers, scholars, business
executives and labor leaders, current and former cabinet officers,
members of Congress, governors, mayors, state legislators,
