National Academy of Public Administration Welcomes
National Commission on the Public Service


July 15, 2003 - Washington, DC - The National Commission on the Public Service, chaired by former Federal Reserve Board Chairman Paul A. Volcker, will take up residence at the National Academy of Public Administration (NAPA). The Commission was initiated in 2001 by the Brookings Institution's Center for Public Service, which is directed by Paul Light. NAPA is an independent, non-profit, non-partisan corporation chartered by Congress to provide "trusted advice" on issues of governance and public management.

The Commission's January 2003 report made sweeping recommendations for enhancing public service, improving government management and fostering trust in government which have been well received in all three branches of government and have the potential to initiate groundbreaking improvements in the way government functions.

"The Academy is excited about this endeavor, because it represents a truly unique potential to further encourage informed dialogue and appropriate reform of the public service," said Academy President Howard M. Messner. "We are pleased to enter into this arrangement and anticipate a fruitful relationship that assists government in working more efficiently and effectively."

Paul Volcker, Commission Chairman, echoed this optimism and looked to the future saying, "This common undertaking between the Commission and the Academy creates a synergy that will significantly advance the mutual ideals of the two partners." Volcker is an Academy Fellow, as are four other Commission members: Charles Bowsher, Frank Carlucci, Constance Horner, and Donna Shalala and also Commission Senior Advisor Paul Light.

The Commission is being supported by The Eli and Edythe L. Broad Foundation and by The Ford Foundation. The Commission and the Academy will remain independent entities, but will partner on endeavors such as joint forums, working groups, and discussions. A board of advisors composed of Academy Fellows with diverse experience in government will be formed to support and provide input to the Commission's efforts and identify synergies among the two organizations and the public, private, and non-profit sectors.

Hannah Sistare, Academy Fellow and former Staff Director and Counsel of the Senate Governmental Affairs Committee, will continue to serve as Executive Director of the Commission. She will lead the Commission's ongoing effort to work with the Congress and the Administration to implement the Commission's proposals. This is complementary to a three-year effort being undertaken by the RAND Graduate School to build on the Commission's work by addressing issues such as how to make government more efficient, how to attract and retain innovative leaders, and how to measure and improve productivity.

Academy Experts Recommend Strategies for Managing Effectively in Post-9/11 World

"The events of September 11, 2001 revealed serious deficiencies in government organization, systems and management. National Academy of Public Administration Fellows recommend strategies to manage effectively in a post-9/11 world in Meeting the Challenge of 9/11: Blueprints for More Effective Government, published this month.

The book, edited by Fellow Thomas H. Stanton, tackles a wide range of issues, including designing an organization that provides a strong government capacity to deliver services citizens need and deserve; making the Undersecretary for Management a key linchpin in bringing DHS functions together; restoring the President's capacity to manage effectively; using the imperative of national security to improve federal, state and local relations especially with critical services like police, fire and health; capitalizing on tested and proven management strategies to surmount new and upcoming challenges for our nation; sorting through constitutional alternatives for holding government contractors accountable for the work they perform; and transforming military personnel system policies to avoid staffing crises during the War on Terror.

"This book provides invaluable insights and recommendations on how to improve government organization and performance as our nation faces new and imposing threats here and abroad," Academy President Howard Messner said.
