Homeland Security

The 2002 Homeland Security Act created the Department of Homeland Security. The formation-indeed transformation-of the new department into a strong and effective cabinet department is not self-executing. The size and complexity of the effort makes it a particularly daunting task. DHS is being formed through one of the largest and most complex mergers ever undertaken. With a budget over $40 billion and over 170,000 employees, DHS will be the third largest government agency. Implementation will provide challenges and opportunities as valuable lessons on how the government should do business in the 21st Century.

At the same time, homeland security is about managing complex systems and bringing together a wide variety of stakeholders for the shared purpose of protecting the American people. Prior to the current attention on securing the homeland-and even more so since-the Academy has undertaken a wide range of studies, issued well-researched and actionable reports, and sponsored informative remarks and papers on this most important issue.
