Evelyn Turnage is the contracts manager for the National Academy of Public Administration, with over 20 years of experience in federal contracting that ranges from acquisition to formal closeout at both the prime contract and subcontract levels. In that capacity, Evelyn is responsible for the development of cost and price proposals for Academy Studies, grants proposals for the Academy Foundation and the post-award administration of federal grants and contracts. Prior to joining the Academy in 2007, Evelyn was a financial manager and a subcontracts manager for Tetra Tech EM Inc., an environmental management consulting firm, where she was responsible for the financial administration of federal contracts, contracts with subsidiary companies, tribal organizations, private organizations, and foreign sources, as well as the subcontracts manager responsible for the acquisition of goods and services necessary to support the firm's prime contracts with USAID, EPA, DoD, and GSA. In both roles, Evelyn conducted contract and subcontract negotiations, monitored contract and subcontract compliance, and served as the primary point for specific contracts. While with Tetra Tech, Evelyn was a part of team that identified weaknesses, deficiencies and problems, and implemented solutions intended to achieve efficiencies and cost savings within the firm's federal contracts and procurement system.
